I need the pages to be addressable by a unique id that does not change for back-end
applications reasons. Are redirects my only option?

Moving a page creates a redirect from the old name by default, so the
old URL still works.
You can also use the DISPLAYTITLE magic word, but it's less robust and
should only be used in special cases. See
