When I visit Talk:Foo, your webserver is rewriting this to TalkFoo without the colon (:).
On Windows, colon is a special character for file paths. So either your webserver
configuration is intentionally stripping out colons (say, by a rewrite rule), or your
webserver cannot handle colons and is having errors (check your webserver logs for error
messages).
