So all what i get is a new LocalSettings.php and no update. U can call me
"Frank" but this really does not work for me.
To double-check: are you upgrading *from* 1.15 or *to* 1.15?
Whether you run updates from the command-line or using the installer, you do
first need to replace the old MediaWiki files with the new ones. If you run
the updater/installer for the same version you're already running, it'll
just do a run over the database and end up not adding anything new.
(Yes it's not as convenient as the auto-update systems in say modern
WordPress. We're still working on that one. :)
You should probably upgrade directly to 1.17 and skip over 1.16 (but be
aware 1.18 should be released within a couple weeks, it's getting its
incremental deployment & shakedown on Wikimedia's sites right now).
