Yes, this is possible. I recommend installing the following extension:

* http://www.mediawiki.org/wiki/Extension:Approved_Revs

If you have tried Approved Revs but feel like you need more control,
you may want to consider the more advanced:
http://www.mediawiki.org/wiki/Extension:FlaggedRevs
