[Mediawiki-l] Update 1.16 and download image

Hello everyone,

After an update 1.12.0 to 1.16.0 (apparently successful), an error 
message appears by submitting photos to the wiki:
"Warning!
The upload directory (public) is not writable from the web server. "
Rather than give permission anyway, maybe there specific instructions?

Another concern, some images are not displayed and the error message is:
'Unable to run external Programs in safe mode'

In addition, on some pages, appears at the top, for example :
