[[Foo]] are for wikilinks, IE: to pages on the wiki.
[http://www.foo.com] are for urls.
Do you mean
[http://10.32.6.11/wiki/images/9/96/MegaVision-QuickStart.doc QuickStart]?

[[Media:Filename.doc]] will give a direct link to uploaded files and not
take you to the description page.
