Lets reduce your example to one namespace only:

Are you using the extension "NamespacePermissions"? I yes, I think you
have to reverse the placement of the underscore, like ...

$wgExtraNamespaces[100] = "NetRedesign";

$wgGroupPermissions[ "NetRedesignRW" ][ "ns100_edit" ] = true;
$wgGroupPermissions[ "NetRedesignRW" ][ "ns100_read" ] = true;
$wgGroupPermissions[ "NetRedesignRW" ][ "ns100_create" ] = true;
$wgGroupPermissions[ "NetRedesignRW" ][ "ns100_move" ] = true;
$wgGroupPermissions[ "NetRedesignRW" ][ "ns100_upload" ] = true;
$wgGroupPermissions[ "NetRedesignRO" ][ "ns100_read" ] = true;
