[Mediawiki-l] Category/Page Permissions

We are using MW 1.15 inside our corporate lan (only for internal users). We
would like to put some controls on some pages / or maybe even entire
categories. In particular, let's say that we have a category called "Design
Policy".Now we would want to do is something like this:

* Anybody can create/edit a page.
* But before it is posted to a particular category, it has to be approved by
some person or set of people (may be creating a group called "managers" and
adding some people with admin rights into it)
* Once the page is posted to the category, it is locked down and only SysOps
and users in "manager" group can edit it.

What would be a good way to achieve this?
