[Mediawiki-l] PHP FATAL ERROR: WebStart.php line 113

Dear All,

Here is the error I am experiencing.  I am not sure what has prompted this problem yet,

Here are the permissions of the files involved in the error, incase they are relevant:
 8.0K -rw-r--r-- 1 apache apache 4.0K Nov  7  2008 /data/mediawiki-1.15.1/w/includes/WebStart.php
 12K -rw-r--r-- 1 apache apache 7.5K Aug 25 10:00 /data/mediawiki-1.15.1/w/LocalSettings.php

Here is line 113 of WebStart.php incase that is relevant:
        require_once( "$IP/LocalSettings.php" );
