Both work for single line code, but I have no idea how to make it working
for multiline code. I also tried <source> tag.

At "step 4" numbering restarts from
"1".
How should I insert the code in the numbered lists?
Try something like the following, inserts a line break without forcing
renumbering, don't know whether this will work for multi-line code, though:
# step 1
# step 2
# step 3
# : <code>multi-line code </code>
# step 4
# step 5
