To edit MediaWiki:Sidebar and other MediaWiki message just type the
name of the article into your address bar, as if it were a normal page
on the wiki (which, in fact, it is). You should then be able to click
the edit tab and go to the normal wiki edit interface, as usual.
The "Restricted pages" section on Special:Specialpages lists
restricted *special* pages, i.e. those with the Special: prefix.
Anything with MediaWiki: in front is not a restricted special page,
but rather an interface message, which is protected, of course, but in
a different way.
