As has been mentioned before - if you run the installer, the installer 
should have run the update.php script.  I've never run the installer but 
I assume it should have shown you the database updates taking place or 
logged the information to some file.  Did you see any evidence that the 
database tables were updated when you ran the installer?

If you upgrade *without* using the installer, then running the update 
script is one of the steps in the process.  If you restore an *older* 
version of the database, you also have to run update to bring it up to 
the new version level.

If the update script was already run, running it again will not have any 
effect as the script will check the state of the tables and do nothing.

Maybe you should install an older version of MW on your own computer and 
upgrade that to 1.14 so you can see what's happening without relying on 
something happening on a distant server.  If you understand what is 
going on with upgrades on your machine you'll understand what needs to 
be done on the server.
