Mediawiki.org would be the first place to stop. Check out the configuration
guide: http://www.mediawiki.org/wiki/Manual:Configuration

Most configuration changes are made by editing, adding, or removing
variables in the LocalSettings.php file. Additional features not included
with the software can be added through extensions:

I came from a programming background too, the learning curve isn't too bad.
This list is excellent for more specific questions.
