Add at LocalSettings.php
$wgDefaultSkin = "myskin";

Given your setup, the page you want is
http://localhost/eurowiki/index.php/MediaWiki:Myskin.css

If you wanted to have the articles at
http://localhost/eurowiki/ArticleName instead of
http://localhost/eurowiki/index.php/ArticleName you need to add a
redirect (preferably without having the mediawiki files at eurowiki folder).
