You might want to check that version number again at
[[Special:Version]] because 1.14 is the latest stable <mediawiki.org>.

For information on user rights as well as examples have a look at
[[Manual:User rights]] on the mediawiki wiki

[[Manual:Preventing access]]
<http://www.mediawiki.org/wiki/Manual:Preventing_access> and that
should cover most things.
