[Mediawiki-l] Convert Characters URL

I don't want percent-encoding characters of URL like this:
http://www.example.com/Photo_optimize_%28Fireworks%29

I want absolute characters of URL like this:
http://www.example.com/Photo_optimize_(Fireworks)

It has nothing do with short URL.
http://www.mediawiki.org/wiki/Manual:Short_URL,

It has everything do with clean URL.
http://www.w3.org/Provider/Style/URI

Please what is the solution to this stupid URL to make an absolute clean
URL? How?
