Edit includes/parser/CoreParserFunctions.php and change
	static function urlencode( $parser, $s = '' ) {
		return urlencode( $s );
	}
to
	static function urlencode( $parser, $s = '' ) {
		return rawurlencode( $s );
	}

Then {{urlencode:}} will convert spaces to %20 (or you could create the 
rawurlencode parserfunction)
