This is actually working 
urldecode("%D7%A2%D7%9E%D7%95%D7%93 %D7%A8%D7%90%D7%A9%D7%99")

May be it's time to update mediawiki's howto here:
http://www.mediawiki.org/wiki/Manual:Preventing_access

and replace
urldecode("%D7%A2%D7%9E%D7%95%D7%93_%D7%A8%D7%90%D7%A9%D7%99")
with
urldecode("%D7%A2%D7%9E%D7%95%D7%93 %D7%A8%D7%90%D7%A9%D7%99")
