I'm afraid that's correct; unfortunately, none of the suggested
workarounds solves the problem (I've tried using a number of different
approaches with NOINCLUDE and INCLUDEONLY).
Maybe with some sort of meta-template (like {{!}})? I'm not sure what
else to try though...
