the "vampire membership model," sounds interesting!

UserRightsList is a Special page that provides an easier (IMO) way to
manage user rights than the standard user rights management page,
especially if you are changing settings for a bunch of users. As
befits its name, UserRightsList displays users as a list, with
checkboxes for the groups they can join. Those with
'userrights' (Sysops and bureaucrats by default, IIRC) can see all
users. Other users can manage the rights of users they created. At
EcoliWiki this is part of our "vampire membership model".
The list can be filtered by registration date ranges or for SQL LIKE
matches to the username (e.g. 'S%' gives all usernames starting with
'S').
0.22 fixes 1.11.x compatibility and some other minor bugs, and shades
alternate rows to make large tables more readable.
