But try to type in your browser and enter
http://nutmeg.conncoll.edu/wiki/index.php/x
Where "x" is a string.....that has not been used before
Here, even though I am not logged in, I can now see a page with "X"
at the top, and underneath the message (There is currently no text in
this page).
So, is this a page or not! I never get any message that I am not able
to create it.
Sorry I am confused...

I thought 'user' applied to logged-in users.

?
