To me it looks as the page doesn't exist, however, the 'error message' just
doesn't say that but says that there is no content on the page. But if you
search in the search box for 'Garbage' it tells me that no page with this title
exists and I'm also not able to create it (it tells me I have to be logged in).

$wgGroupPermissions['user']['createpage'] = false;
?
