ParserFuncions don't came with Mediawiki, something which has lead to 
fustration on many mw admins here, which take them as forming part of 
wikitext.
As people have to separately download them, some people is probably not 
updating them when they update mediawiki. Also, there're chances that 
they're getting an old tar from some site (some distro repository 
perhaps?).
