Hi
Did you install only basic LocalSettings ?
.. if yes I don't have any idea (upgrade runs well for me)
.. if you reinstall your *old* LocalSettings version, then
try to comment all the lines for extensions in LocalSettings
with /* et */ because it looks like a bug in one of them
.. and then try to uncomment one by one.
