Can anyone explain what this statement

i got this from main page of wikipedia.org.

I know below things are magic words
{{CURRENTMONTHNAME}}
{{CURRENTDAY}}
{{CURRENTYEAR}}

But don't know how they get the article to main page.How the article should
be made in order to catch with this statement
