C# is a Microsoft product, so I'd suggest going to the MS website 
(www.microsoft.com) and then going to their developer web pages for C#. 
  They should have lots of documentation there on C# programming.  It 
could be there's some stuff you have to download and install to make C# 
programs.

BTW - those are also Windows commands, however, you'd have to have 
"make" in the path for it to work.
