[Mediawiki-l] new image directories ??? => path images/public

When trying to upload an image to an upgraded mediawiki i get the message
	Interner Fehler
	Das Verzeichnis "images/public/temp/9/9f" konnte nicht angelegt werden.

	Internal error
	the directory "public/temp/9/9f" could not be created

On the old Mediawiki (version 1.7.1) i dont have a "images/public/" 
directory. Did there change something in mediawiki ?
