Perhaps he means that the default signature for an anonymous user on
Wikipedia links to the anonymous user's contributions and talk page, rather
than an almost-certainly nonexistant user page.  This is done through
MediaWiki:Signature-anon, which seems to have been added with a recent patch
<http://bugzilla.wikimedia.org/show_bug.cgi?id=11913>.
