However you should not even have *read* privileges, since
LocalSettings.php contains the database username and password. These
should not be publicly viewable. It makes no sense to trust someone
to read this file who you don't trust to edit it.
Either you have to be granted full read/write privileges for
LocalSettings.php ("you" meaning *you*, not the whole world), or you
have to ask your host to make the changes for you (and ask them to
set the permissions sanely at that time).
