[Mediawiki-l] efficiently adding javascript / css to page header

I see two addHeadItems:

includes/OutputPage.php:        function addHeadItem( $name, $value ) {
includes/ParserOutput.php:      function addHeadItem( $section, $tag = 
false ) {


which one should i use?
