[Mediawiki-l] MW/IIS/PHP/SMTP Issue

Hi all,
After countless hours searching the web for a solution I put this to
your vast consideration.

I cant get MW to email anything. Infact I cant get a custom PHP page to
email anything either. SMTP from Localhost works however

Config
IIS 6 on Win 2003 server with Mail on localhost tested as working(via
the C:\Inetpub\mailroot\Pickup)
MW 1.7.1
PHP 5

This is on a intranet and PEAR install asks for proxy in the wrong
format than which our proxy takes so that fails. However I have read
that it doesn't need it.

Also I have seen numerous posts on the difficulty of getting PHP/IIS/MW
SMTP mail working...any help ideas
