[Mediawiki-l] 1.8.2 after update: no creation of new user accounts possible

I successfully updated my mediawiki-installation from an old 1.4.x version
to 1.6.x and then to 1.8.2

Now after the update the link to new-account-creation is missing on the
Special:Userlogin-Page.
anonymous users cannot create new accounts anymore, i couldn't figure out
how to do it as wiki-admin either.

the rights in the localSettings file should be correct:
$wgGroupPermissions['*']['createaccount'] = true;

Has anybody an idea why the account-creation-link is not displayed anymore?
