[Mediawiki-l] "jump to" navigation and "From ...."

Those are actually always "present" - they're just hidden using CSS.

If you're using a custom skin, it's probable that the css may need to be
updated on it.  If you're using Monobook (or another standard skin) then it
should have been updated for you during upgrade.
