One thing you'll want to consider is filtering. Specifically, do you really
want *all* the data to be on the CD, or only content in a particular subset
of the Namespaces? For example, do you want the User and User_Talk pages to
be there, or not?
Another thing you'll want to consider is whether you'll require users of the
CD to be able to search through the content in the traditional sense.
Presumably, if you spider all the data, you could just have them use Windows
file search to look for info. If you require a more robust searching
mechanism, you'll have to consider what software you'll put on the CD to
handle this search.

You could also use a web spider (even something as simple as wget) to
make a HTML mirror.
