In the discussion page of the PageSecurity extension we have some
information about this:

Special pages

Q: Can I apply security-definitions to special pages (i.e. all special
pages or just a particular one)?

A: No, this extension only protects regular pages. MediaWiki has a
feature that restricts access to special pages. There is some
information about this on Preventing Access. The source file
SpecialPage.php provides hints on how to do this. --Fernando Correia
