[Mediawiki-l] {{subst:...} not working?

After enabling licensing, in the description pages for all
uploaded files, something like this shows up:

Licensing
{{subst:Non-commercial from license selector}}

Anyone have any idea why /subst:/ would not work? As posted
previously, parser functions don't work either. Could there
be a connexion?
