[Mediawiki-l] Making the tagline show up

I can't get the tagline (MediaWiki:Tagline) to show up. I added CSS I found
on mediawiki.org to MediaWiki:Common.css:

<h3 id="siteSub"><?php $this->msg('tagline') ?></h3>

but still nothing. What am I supposed to do?
