I restarted HTTP server and mySQL, etc. after updating
php.ini to get
more error messages. Now these messages appear in error_log when I
attempt the login link:

lease verify that the current setting of session.save_path is correct
(/tmp) in Unknown on line 0, referer:

At least I'm getting some error messages now.... But it seems to be
saying that it doesn't have access to /tmp. There must be some other
explanation.
If it says it doesn't have access to /tmp it probably doesn't. Check the
permissions. Without write access, it can't set the session.
