I don't see a whitelist feature in 1.6.5's Special pages. I'd rather
just kill this feature since the site is private anyways.
It's odd, since the user is being blocked because that same user has
used the same IP before.

Did you try to remove the *autoblock* from Special:Ipblocklist? If not, try to
do that. If you did it and it was recreated, the blocked user tried to
edit/move/something from the same IP of the autoblocked user after you removed
the autoblock.
