[Mediawiki-l] Character set problems with wiki links after upgrade

When I upgraded to MW1.8.2. from MW1.5., all wiki links containing
non-ascii characters became red. Navigation links in the left bar show
up blue, but when I click them, I'm directed to a search MW-page.

E.g. the single character "å" is represented as "%C3%A5"

Can this character set issue be fixed in the data, Mysql, or by
changing the settings in MW?
