[Mediawiki-l] Anti-Vandalism - anyone have any experience with $wgRateLimits ?

I'm trying to set up an Edit Throttling extension when I just found out Mediawiki has this function ($wgRateLimits), which may just work as required - liming the rate of edits and moves to prevent automatic and even human bots. Does anyone have any experience with this? The Manual ( http://www.mediawiki.org/wiki/Manual:$wgRateLimits ) says it requires memcached, however my code (v1.6.8) gives an appearance of it being optional, though I may be wrong. 
If this works, it will save me from coding the Edit Throttle myself.
