Whoops, I thought I'd cleaned up all the documentation. We're using a
Subversion repo. now so the latest extension code is there; see
http://svn.wikimedia.org/viewvc/mediawiki/trunk/extensions/NewUserNotif
for the download. I've updated the Meta page.
