It works for me. I tried changing the MediaWiki:Sitenotice page on my

http://dtil.info/index.php/Main_Page) and it took effect
instantaneously. I am using 1.6.5. I suggest you try upgrading again.
This time do a tail on the apache error logs to see if you can spot
the problem. The spam protection in 1.6.x alone is worth the trouble
taken to upgrade to it.
