[Mediawiki-l] Upload size

Hi,

I have a user who tried to upload a 3 MB pdf and got the following
error: This file is bigger than the server is configured to allow.

I checked LocalSettings and nothing in there mention max upload size.

I checked http://www.mediawiki.org/wiki/Help:Configuration_settings but
the only thing I found is to display a warning is a file was too big. I
tried to set that parameter to 0 but that didn't work.

Is this a PHP limit?
