You can put the page Washington in Category:Washington (put
[[Category:Washington]] in its text), and then put Category:Washington in
Category:USA. You could put Washington in Category:USA in addition to this,
depending on how you want to organize things. You can make categories into
subcategories the same you would would add any page to a category.
