You'll need to check.  Is this in a hosted environment?  If you operate
the server yourself, go to http://www.imagemagick.org and install the
software.

I've installed ImageMagick and configured it to work with MediaWiki on
Windows and it was pretty straightforward.  I followed the instructions
at http://meta.wikimedia.org/wiki/Help:Image_thumbnailing.
