This is a known problem when running on Microsoft Windows. I would strongly
recommend moving back to Unix, where filenames work properly; there is no
benefit to running MySQL+PHP+MediaWiki on Windows, and it will most likely
simply cause you additional problems.
A future version of MediaWiki will name uploaded files differently in a way that
will be by coincidence be compatible with Windows filesystems, however.
