[Mediawiki-l] Where is the namespace manager in 1.7?

Hi,

I got and installed the latest version 1.7, but I don't see the manager 
under Special:Namespaces as directed in the page: 
http://meta.wikimedia.org/wiki/Help:Namespace_manager. Has it been moved?
