[Mediawiki-l] Restricting Page Moves

On Wikipedia they say they have restricted page moves to users with 25 edits
or more (http://en.wikipedia.org/wiki/Wikipedia:Vandalism - under "Page Move
Vandalism") however, I can't find any more information relating to how they
did that. For the wiki I am working on I would like to be able to disable
page moves by regular users totally or make this number ridiculously high
(in effect permenantly disabling it). Can anyone point me in the right
direction for this?
