[Mediawiki-l] New Articles Template

I wanted the same thing for my site, but how I did it was write a
python bot using pywikibot and mysql to update the website.  There are
some changes that need made to pywikibot for it to connect to another
wiki than wikipedia but it has worked out well for me.
